Who will need to comply with the regulation?

From 10 July 2027, the EU Anti-Money Laundering Regulation (AMLR) applies to the businesses described below. Check whether your activity falls within its scope.

AMLR applies from 10 July 2027

Professional football clubs and football agents have a later application date: 10 July 2029. Existing AML and sanctions obligations still apply before these dates.

The groups below are covered when they carry out the activities defined in the regulation. Size alone does not exempt a business: the rules can also apply to a small firm or an individual professional.

Credit and financial institutions

Banks and other institutions covered by the regulation’s definitions.

  • Banks and credit institutions

  • Electronic money institutions (EMIs)

  • Payment institutions (PIs)

  • Investment, insurance and other financial institutions

    Including life insurance and other investment-related insurance activities within the regulation’s scope.

  • Crypto-asset service providers (CASPs)

    Providers covered by the definition of a financial institution.

Other professions and businesses

Coverage depends on the professional activity and, in some cases, transaction thresholds.

  • Accounting and tax advice

    Auditors, external accountants and professional tax advisers.

  • Legal services

    Notaries and lawyers participating in specified financial, property or company transactions.

  • Trust and company services

    Professional trust or company service providers.

  • Real estate

    Property intermediaries; lettings are included where monthly rent is at least €10,000.

  • Gambling services

    Providers of gambling services, subject to applicable exemptions.

  • Crowdfunding services

    Service providers and crowdfunding intermediaries.

  • Traders in covered goods

    Precious metals, stones, luxury vehicles, yachts, art and other covered goods. Art and cultural-goods transactions or linked transactions must total at least €10,000; high-value goods are defined in Annex IV.

  • Professional football clubs and agents

    For clubs: covered transactions with investors, sponsors, agents or other intermediaries, and player transfers.
